The U.S. Air Force has officially begun flight testing its next-generation “doomsday plane,” designed to serve as America’s ultimate airborne command center during catastrophic events.


🚀 First Flight and Testing Program

The aircraft, known as the E-4C Survivable Airborne Operations Center (SAOC), completed its first test flight on August 7 at the Aviation Innovation and Technology Center in Dayton, Ohio, according to aerospace firm Sierra Nevada Corp. (SNC).

  • Testing will continue through 2026, primarily in Dayton and Wichita, Kansas.
  • The goal is to identify and fix issues early in the development process to avoid costly delays later.

🛡️ Purpose of the SAOC

The SAOC is designed as a flying command-and-control center, capable of operating in the direst scenarios:

  • Nuclear war
  • Massive cyber or EMP attacks
  • Widespread destruction of ground-based military command centers

From the air, the SAOC would allow the President of the United States and senior military leaders to:

  • Direct U.S. forces
  • Communicate with allies
  • Relay strategic orders securely

💰 The $13 Billion Contract

In 2024, the Air Force awarded Sierra Nevada Corp. a $13 billion contract to build five SAOC aircraft, replacing the current fleet of four aging E-4B Nightwatch planes (in service for more than 50 years).

  • The contract runs until July 2036.
  • It is the largest single contract in Sierra Nevada’s six-decade history.

🛩️ Built on Boeing 747-8 Aircraft

The new planes are being converted from Boeing 747-8 jets, modified with specialized military features:

  • Radiation and electromagnetic pulse (EMP) protection
  • Hardened communications antennas and satellite systems
  • Advanced computers and mission systems
  • A modular open systems architecture for future upgrades

📦 Deliveries and Facilities Expansion

  • The first 747-8 arrived in Dayton in June 2024.
  • Three more have since followed, with the fourth arriving in April 2025.
  • SNC is expanding its facilities at Dayton International Airport, adding new hangars for SAOC conversions:
    • A second hangar opened in October 2024
    • Two more are under construction, with the first set to open in October 2025

🕰️ Replacing the Aging Nightwatch Fleet

The current fleet of E-4B National Airborne Operations Center aircraft is more than 50 years old and nearing the end of service life.

The SAOC program ensures that the U.S. maintains a secure, survivable airborne command post for decades to come.
