A nationwide shortage of air traffic controllers has worsened since the U.S. government shutdown began on October 1, 2025, leading to severe flight delays and renewed concerns about air safety.
✈️ Flight Delays Mount as Shutdown Deepens
Airports across the United States are reporting thousands of flight delays and cancellations as the air traffic controller shortage intensifies.
Controllers — classified as essential workers — are required to work without pay during the ongoing government shutdown.
Reports indicate that many controllers have begun calling in sick, adding to an already strained system. This has resulted in cascading disruptions at major hubs including Atlanta, Denver, and regional airports like Burbank, California, and Daytona Beach, Florida.
The issue is not new: the U.S. was already facing a critical shortfall of air traffic controllers before the shutdown began.
Working Without Pay — and Without Certainty
Under federal law, essential employees such as air traffic controllers must continue working during a shutdown and typically receive back pay once the government reopens.
However, President Donald Trump has recently suggested that workers may not receive that back pay without specific approval from Congress — a statement that has created financial uncertainty among the workforce.
The result is mounting stress. Many controllers, unable to meet financial obligations, are missing work to seek temporary income.
Transportation Secretary Sean Duffy confirmed that roughly 10% of the workforce has called in sick and publicly referred to them as “problem children” — remarks that have drawn criticism from union representatives.
What This Means for Travelers
The shortage is causing significant travel disruptions across the country. Major airports have had to limit hourly flight capacity to maintain safety.
For example, Newark Liberty International Airport, which can normally handle around 80 flights per hour, has recently reduced capacity to 68–72 flights per hour due to staffing and technical constraints.
While frustrating for travelers, these delays and cancellations are part of a safety strategy designed to prevent congestion in the skies.
“Flight delays, while disruptive to passengers, actually protect the system by reducing airspace congestion,” experts from Ohio State University noted.
How the U.S. Keeps Air Travel Safe
The Federal Aviation Administration (FAA) manages national air traffic through its Air Traffic Control System Command Center, located near Washington, D.C.
This command center monitors:
- Staffing levels across the country
- Weather conditions and disruptions
- Equipment malfunctions and technical outages
When a facility, such as Burbank Airport, reports insufficient staffing, the command center can divert flights, impose ground holds, or reroute air traffic to other facilities with adequate coverage.
These actions help maintain safety and efficiency, even when staffing or resources are limited.
A Decade-Long Shortage
The air traffic controller shortage has been a growing issue for more than a decade.
The FAA has struggled to hire and train enough new controllers to replace those retiring each year. Earlier this year, the agency launched a partnership with aviation colleges nationwide to expand the training pipeline — but results will take years.
Adding to the challenge, the FAA Academy in Oklahoma City — the primary training facility for controllers — is partially shuttered due to the shutdown, preventing new trainees from beginning classes.
Even after the government reopens, experts warn that the ripple effects could last for months.
Efforts to Modernize the System
In July 2025, Congress approved $12 billion to modernize the U.S. air traffic control system, funding infrastructure upgrades and new technology.
Secretary Duffy has since launched an initiative to select contractors for further improvements, saying an additional $19 billion will be needed to complete modernization efforts.
These upgrades are aimed at making the system more resilient, efficient, and less dependent on manual processes — an investment that could help prevent future shortages and operational bottlenecks.
